What is the justification of giving Free Electricity . in Punjab ,to absentee / NRI farm landowners ?.
These NRI s may have never set foot in India for years but still show themselves as Actual Tillers ( Khud Khasht ) in Revenue records.
Wrong entries in the Revenue records should be treated as de facto " Benami Propeties "
These absentee landlords take the benefit of Freebies while giving their land on Lease ( Theka )
