Old Stephenanians of Jalandhar feel  St. Stephen`s can manage the  issue of Cricket sensation Unmukt Chand and his Exams  without much fuss.St. Stephen`s knows how to do it very well. When we were there ( 1975 -80 - resident Allnutt South  )the college many a time followed "Ekla Chalo " policies like in not joining DUSU elections , cut off percentages for admissions etc etc.

 Any way the issue of Unmukt makes us very nostalgic , We are sure Prof  Amin Sahib ( looking after the Cricketers ) would have very tactfully solved the issue.

Punjab Petrol Car Owners Very Heavily Exploited

Vehicle users travelling between Jalandhar and Ludhiana, especially users of Jalandhar are extremely upset over the massive rise in the Toll Tax rates being levied at Sutlej Bridge on the G.T. Road, at Phillaur ( Jalandhar ). Ostensibly this is to raise finances for lane expansion. But a vehicle user already pays the following dues ( all under the garb of road construction / maintenance ):-

(1 ) VAT ( central exice, State Sales Tax etc ) on vehicles

( 2 ) Octroi ( is some states )

( 3 ) Road Tax at the time of Registration ( 10- 15 years , in advance )

( 4 ) Road tax cess on petrol / diesel

Still, Govt. levies massive Toll Tax on ordinary Non-VIP Indians.

People ask the following questions:-

Why are so called "VIPs" exempted ?

Blaring hooters and red beacons, these "VIPs" treat other vehicle owners with contempt at the Toll barriers and attempt a priority and quick passage at the expense of ordinary peace loving citizens. This would not be so if every vehicle is treated at par and pays toll tax.

No ambulances or pick up vans are provided on the Toll roads for the vehicle users .

Whereas handicapped and senior citizens have to pay toll taxes, VIP pay nothing.

This discriminatory and exploitative mindset of the authorities is as bad as Taliban imposing Jazia on Sikhs in Pakistan.

People demand that this discrimination between VIPs and Non-VIPs end and "Handicapped / Senior Citizens " be exempted from paying Toll Tax.

Toll Tax rate hike be rolled back

Proper facilities be provided.

Accounts of income / expenditure be published

Private Contractor ship be ended.

Urban Punjabis are already bearing over taxation on a discriminatory basis between Urban and Rural public.

While Urban Punjabis especially the business men are being over taxed to unbearable limits and there are reckless cross subsidy burden on Paid categories ( Urban Consumers of Electricity ) Rural landlords ( including Super Rich Creamy Layer Agriculturists owning land worth hundreds of crores  ) are getting freebies and heavy subsidies ).

The burden of financing the rural subsidies is put on Urban Punjabis by putting more and more taxes.

Now , Property Tax is being sought to be put on nearly 1 : 25 lakh urban residents of Jalandhar City .

Jalandhar residents strongly oppose this tax . They want relief from Over Taxation and want equal treatment from Govt. Govt. should not discriminate on the basis of Vote Banks.

Why Not Regularise Bribe Payments / Corruption Charges ?

Jalandhar Thinkers feel if we cannot eradicate corruption / bribery let us make it official. Rates of Bribes can be displayed at various Govt. offices ( so that ordinary public prepares its budget accordingly and is not overcharged ). The bribe taking officials should then show these bribes as Other Income in their Income Tax Returns and pay Income Tax on it. 

Bribes and Corruption charges should be paid by A/c Payee Cheques / Bank Drafts . In fact because presently bribe payments have to be made only in cash there is a large amount of black money circulating in India. Every entity ( Individual or Corporate etc ) has to make payments in No. 2.

 A lot of Accounting Jugglery is done. One method is Under Invoicing the Goods supplied to Dealers / Wholesalers , The difference of Invoice Billed and goods supplied to them is kept by the Dealer under a Separate Head ( Benami of their Principals ) which the Principal directs the Dealer to pay in cash to the Bribe Seekers. The Institute of Chartered Accountants  should issue standard guidelines and Companies should show such payments separately in their Annual Reports to their Share Holders.

Thanks a lot from the deep-inside of my heart for making me 40 years younger through your kindest father Com. Vitaly Evanovich Pshenichnyy, who taught me Russian language aboard the Ship Navarin during our voyage to Antarctica in 1971-1973, as he was knowing English very well, being the 1st/2nd Mate of the Ship. I still remember my steering the course of that Ship under his supervision in and around the Antarctic waters, and the lots of apples which he used to give me as refreshments, etc. I now wish to keep in touch with him, and will write to him more later on.
